Born in Harrisburg, Steve Ketterer had an eye for business from the beginning. As a third grader, he sold pretzels to his classmates at recess and worked a paper route after school. During high school he was a page for the Pennsylvania Senate, which landed him a job there after graduation. He later became a housing inspector for the city and was appointed by Mayor Reed as a tax administrator. His career path changed after Hurricane Agnes hit in 1972. With no experience, Ketterer volunteered for the dangerous job of river rescue. For the past 38 years he has devoted himself to river rescue operations. Ketterer currently serves as commissioner of the Pennsylvania Fish and Boat Commission.
