A second-generation Russian, Leon Feinerman was born in Harrisburg. He attended the Yeshiva Academy until eighth grade and has fond memories of the 2300 block of Green Street, a mostly white, middle-class neighborhood, which was Jewish and non-Jewish at the time. There was no need to lock the front door, and children left the house in the morning returning only in time for dinner. Feinerman went into the Army Reserves after college and is frank about not wanting to be drafted in 1967. He returned home to a different Harrisburg and went into the insurance business with his father. Feinerman became active in local politics in 1971 when he became city treasurer, later becoming the first Democrat elected to Harrisburg City Council in the 20th century. He has also served as its president.
