A native of Harrisburg area, Sutliff was an only child. He graduated from Camp Hill High School at the top of his class and went on to Brown University as a Navy Science Scholar, graduating with a degree in economics. Afterwards, he went into the Navy. He's also earned a law degree from Dickinson Law School. Upon his return to Harrisburg in 1947, Sutliff went into the family business, Sutliff Chevorolet, founded in 1931. Over the years Sutliff has expanded his auto sales business, adding Saturn, Ford and Daewoo brands under the Sutliff Auto Group.
