In the 1930s, Wise's parents came to Harrisburg from the Carolinas to work for Bethlehem Steel. Raised in Steelton and Harrisburg, he remembers segregation. Wise started working in fifth grade and never stopped. At age 16, he began shining shoes at the conference center in Harrisburg and made contacts that would serve him well his entire life. He describes life as a circuitous route that led him from desk sergeant for the Harrisburg Police, to cleaning buildings for Pennsy Supply, to his owning his own business on Walnut Street. He has both befriended and served many connected to Harrisburg business or politics.
